The game came with a map that had these coordinates. The idea is, if you copy the game, if you don't have the map, you won't be able to go any farther. It doesn't make sense in any real world sense to get coordinates from headquarters. I really enjoy the nostalgia of seeing it again. I was 8 or 9 at the time that my dad came home with Amazon on a DOS disk for the computer. I played all the levels and couldn't get past the the Third antechamber (the one with 9 doors to open) as expedition leader. I found out the combination several years later by chance when online.
